Question sent to my Senators

Recently I was picking up a load in Laredo, Texas and while at the G.M. Mexico facility I noticed a U.S. Government sign regarding the transportation and harboring of illegal immigrants. The gist of the message was that anyone transporting, causing the transportation or harboring of said illegal aliens were guilty of a Federal felony and eligible of up to life in prison.
This brings up questions. How can a citizen be held for a crime committed every day by local, state and Federal governments?
By allowing illegal aliens to proceed after apprehension is harboring by facilitating their further movement. Providing any financial assistance whatsoever would also constitute harboring. Drivers license programs, medicaid, welfare, education and all the rest fall under the term "harboring".
I am asking for a written response explaining to me why it is legal for government to steal money from me by force and using it to violate immigration law. I would also like to know what law or group of laws allow politicians and bureacrats to violate laws that could result in my being incarcerated for life were I to violate the same exact laws.
If it is indeed illegal to harbor and transport illegal aliens, I would like to know the methods by which I can initiate the charging of both individuals and government organizations for the violation of immigration laws? How might I as a citizen assure vigorous prosecution of said individuals and their eventual incarceration? What penalties could I expect for governmental agencies that are convicted of these violations?
